#31 The real problem with territorial diagnosis: it ends up in a drawer

Every territory, every community, every economic actor knows this scenario. We carry out a territorial diagnosis, we collect data, we analyze, we write a detailed report. Then, this report often ends up forgotten in a drawer, or worse, in a digital file never reopened. For what ? Because a diagnosis without follow-up or concrete actions remains a good intention, but does not produce any real change.
I have seen this problem repeated too often. It’s frustrating for the teams, disappointing for the decision-makers, and above all, damaging for the territory itself. So, how can we ensure that the territorial diagnosis becomes a real lever for improvement? This is where the Monitoring & Actions module that we designed comes in. It transforms the diagnosis into a living, dynamic, and above all, effective roadmap.
Why does the territorial diagnosis end up in a drawer?
The territorial diagnosis is a valuable tool. It allows you to understand the strengths, weaknesses, opportunities and threats of a territory. However, it is often perceived as a one-off exercise, an administrative step, a document to be produced to meet an obligation.
What is missing is continuity. Without follow-up, recommendations remain ideas on paper. Without concrete actions, the problems identified are not resolved. Without indicators, it is impossible to measure progress.
Imagine for a moment: you have a report which tells you that the transport score is 54/100, that seasonal housing is 41/100. These numbers are important, but what next? Who is responsible? What actions should you take? When? Without clear answers, the report falls asleep.
The Monitoring & Actions module: a revolution for the territories
To avoid this trap, we have developed a module called Monitoring & Actions. It is not a simple report, it is a living roadmap. After each analysis, the territory receives:
📊 4 scores tracked over time
Monthly evolution of overall ratings, Attractiveness, Destination, Society. These scores make it possible to clearly visualize progress or setbacks.
🔴 Urgent actions to be launched this month
For example:
→ Emergency mobility plan (transport score: 54/100)
→ Seasonal housing program (housing score: 41/100)
🟠 Actions at 3 months
Structuring quick wins, easy to implement but with a high impact.
🔵 Actions at 6 months
In-depth projects, more ambitious, which take time but which build the future.
Each action is linked to the dimension that generated it, with a clearly identified responsible actor and a measurable KPI. This ensures that each initiative is monitored, evaluated and adjusted.

How this module changes the situation for economic and tourism stakeholders
In the tourism sector, for example, there are multiple issues: attractiveness, mobility, housing, services, environment. A classic territorial diagnosis can highlight these challenges, but without monitoring, nothing changes.
With the Monitoring & Actions module, businesses and economic structures linked to tourism can:
Visualize the evolution of key indicators
Prioritize urgent actions and quick wins
Clearly identify those responsible for each action
Measure the impact of initiatives using KPIs
This creates a virtuous dynamic. Actors no longer remain passive in the face of findings, they become agents of change.
Concrete examples of urgent actions and their follow-up
Let’s take two concrete examples from a recent diagnosis:
Emergency mobility plan
The transport score is 54/100. This means that mobility is a weak point. The urgent action consists of launching a mobility plan within the month. This plan can include solutions such as the development of shuttles, the improvement of cycle paths, or the promotion of carpooling. The person responsible is identified, for example the community mobility service, and a KPI such as the rate of use of alternative transport is monitored.
Seasonal housing program
With a housing score of 41/100, the region must act quickly to meet tourist demand and avoid saturation. Urgent action may be a program of renovation or creation of seasonal housing. Here again, an actor is designated, such as the tourist office or a social landlord, and a KPI such as the number of available housing units is measured.
These actions do not remain a dead letter. They are monitored, evaluated, and adjusted based on the results.

Why each territory must adopt this type of monitoring
The world is changing quickly. The expectations of residents, tourists and businesses are changing. Territories must adapt continuously. A one-off diagnosis is no longer enough.
The Monitoring & Actions module allows you to:
Moving from a static report to a dynamic roadmap
Involve all stakeholders in the implementation of actions
Measure progress and adjust strategies in real time
Maintain a clear vision of priorities and responsibilities
It is a tool that facilitates decision-making and coordination. It helps transform findings into concrete results.
Integrate the Monitoring & Actions module into your territorial strategy
For businesses and economic structures, particularly in tourism, integrating this module into their strategy ensures that their efforts bear fruit. This also allows for better communication with partners, elected officials, and citizens.
This regular monitoring creates a culture of continuous improvement. It prevents diagnoses from ending up forgotten. It gives meaning to every action.

Conclusion: no longer let your territorial diagnosis sleep in a drawer
The territorial diagnosis is a powerful tool, but it is only as good as what we do with it. Without monitoring, without actions, it remains a frozen document. With the Monitoring & Actions module, it becomes a living roadmap, a guide to act, measure, and progress.
I invite you to rethink your approach. Don’t let your diagnostics fall asleep again. Give them life, give them a future. This is how territories develop, adapt, and gain in attractiveness.

This post is an invitation to act, to transform findings into results. The real problem with territorial diagnosis is that it ends up in a drawer. With the right tool, that drawer opens, and the change begins.
