
Capacity building and instructional design for organizations and institutions
The Capacity Building Unit at Agence Alps supports training organizations in designing their programs, writing their learning frameworks, and preparing for Qualiopi certification. It draws on dual expertise—content development and knowledge of local government organizations—to produce practical learning resources: materials for learners and trainers, training guides, and blended learning paths. Internationally, this unit conducts institutional capacity-building missions within the framework of UN (no. 695474), European Commission (no. EX2020D393727), and Asian Development Bank (no. 183927) accreditations.
Capacity building is what McKinsey and the World Bank prioritize. And it's something most French organizations have never really structured.
Strengthening an organization's skills, designing a robust training program, preparing for Qualiopi certification without wasting six months—these are full-fledged consulting missions. Not administrative tasks. Not PowerPoint formatting. Strategic work applied to learning.
Agence Alps structured this hub for two reasons. First, because our UN, EC, and ADB accreditations have already positioned us in the field of institutional capacity building for years. Second, because the training organizations we work with lack an external expert perspective on their training programs—someone who understands both territorial organizations and educational requirements. Training engineering for training organizations
Complete design or redesign of training programs: definition of learning objectives and target skills, module sequencing, selection of delivery methods (in-person, online, blended), and implementation of the learning framework. Specialization: Training provider operating in the sectors of commerce, human resources, territorial marketing, digital technology, and the social and solidarity economy.
Customized educational resources
Production of all the materials needed for a training course: learner slides, workbooks, fact sheets, trainer guides, practical exercises, and learning assessments. Each resource is designed to be used independently by the trainer, without assistance from Alps.
Skills development path
Design and deployment of skills development programs for teams in companies, local authorities, and non-profit organizations. Needs assessment, program design, module development, and immediate and follow-up evaluations. Formats: blended, hybrid, or fully online. Target audience: teams of 5 to 50 people.
Qualiopi support
Preparation for Qualiopi certification to access OPCO and CPF funding. We are working on the 7 indicators of the standard:

What is the difference between a training organization and a firm that does instructional design?
A training provider (OF) delivers training. Agence Alps is not a training provider—the firm assists training providers in designing their programs and producing their resources. Alps acts as the consultant, structuring the training; the training provider remains the instructor. Alps does not require Qualiopi certification to operate: its clients, the training providers, are the ones who benefit from it.
What types of training organizations does Agence Alps support?
Primarily, the firm focuses on training providers specializing in post-secondary education. It can also assist organizations wishing to structure their own internal training resources, or private companies seeking to formalize their skills development programs.
How long does a Qualiopi certification process take?
For a training provider that has never formalized its processes, allow 3 to 6 months of preparation before the official audit. Our Qualiopi Express Audit (€990 excluding VAT) assesses the situation in 3 weeks and provides a realistic action plan—this is the starting point we recommend before any longer commitment.
Is it possible to access OPCO funding without Qualiopi certification?
No. Since January 1, 2022, Qualiopi certification has been mandatory to access funding from OPCOs, France Travail, regional authorities, and CPF. Without it, training can still be provided, but at the sole expense of the beneficiaries or their employers, without recourse to public funding.
What is capacity building in the context of UN and EC missions?
Capacity building refers to strengthening the institutional skills of organizations and local managers in countries benefiting from cooperation programs.
For Agence Alps, this translates concretely into: training of local trainers, transfer of methodologies (Canvas, LEGO® Serious Play), design of programs adapted to local contexts, and impact assessment.
